경방, 베트남에 섬유 원료공장 건설

경남, 빈증 성에 50ha의 부지를 빌려 베트남의 베카멕스 산업개발과 합작으로 섬유제품 원료공장 건설계획 (4단계에 걸쳐 1억 6천만 달러가 투자, 올해 착공해 빠르면 내년 중 준공 예정) 발표 국내에서 가장 오래된 섬유회사인 경방은 1일 베트남에 섬유 원료공장을 설립한다. 경방은 1일 베트남 남부 호찌민시 인근의 빈증성에 50ha의 부지를 빌려 베트남의 베카멕스 산업개발과 합작으로 섬유제품 원료공장을 짓는다. 이 프로젝트는 모두 4단계에 걸쳐 1억 6천만 달러가 투자될 계획인데 우선 경방은 1단계로 4천만 달러를 들여 원사와 원재료 공장을 지을 계획이다.1단계 공장은 올해 착공해 빠르면 내년 중 준공할 계획이다. 현재 베트남에는 수교 직후인 1992년부터 방림방적을 비롯 충남방적, 신원, 한세 등 국내 유명 섬유, 의류업체들이 진출해 베트남의 섬유·의류산업을 주도하고 있다.   베트남 진출 국내 건설사들 2중고   건자재 값 폭등, 환차손 속에 분양전망도 불투명 베트남에 진출해 있는 국내 건설사들이 요사이 울상이다.지난 해 이후 베트남의 건자재 가격이 무려 50-70% 치솟아 경영난이 악화되고 있는데다 갑작스런 경기침체로 분양 전망까지 불투명하기 때문이다. 특히 우리 기업들은 베트남 정부의 긴축정책에 따라 달러를 베트남 화폐인 동으로 교환하는 과정에서 2% 이내의 손실을 보고 있는 가운데 달러대비 동화의 가치는 점차 올라가 이중의 피해를 입고 있다. 현재 포스코건설, 금호건설, GS건설, 경남건설, 참빛그룹, 대우건설, 대원, 부영, 현대R&C 등 많은 업체들이 베트남에서 신도시와 사무실빌딩, 호텔, 아파트 건설 등의 프로젝트를 수행하고 있지만 대부분 국내업체들의 프로젝트는 현재 추진 중에 있거나 기초공사를 하는 단계여서 베트남 정부의 긴축정책과 경기침체에 큰 영향을 받고 있다. 특히 각 업체들은 우선 공사를 시작하기도 전에 베트남의 건자재 가격이 지난해 10-70%, 올 들어 2개월 여만에 15-20%가 치솟자 큰 타격을 받아 공사가격을 인상하는 등 어려움을 겪고 있다. 더구나 기초공사에 필수적인 철근과 시멘트는 가격이 40-60% 인상된 가운데 일부 업체들의 매점매석으로 구입하기조차 힘들어 업체들을 더욱 힘들게 하고 있다. 게다가 각 업체들은 베트남 정부와의 협상과 주민 보상 등으로 공사가 지연되고 있는데다 건설자재 가격까지 단기간에 급등함으로써 벌써부터 경영난을 우려하고 있으며 일부 기업들은 극심한 경기침체에 따라 분양계획에도 차질을 빚지 않을까 염려하고 있다. 경남건설은 당초 연초에 아파트를 분양할 예정이었으나 정부의 선분양 금지로 5월 이후로 미뤘었는데 현재와 같은 침체상태에서 분양이 당초의 계획대로 이루어질지 걱정하고 있다. 이밖에도 베트남 정부는 외국인 투자를 선별해서 받아들이겠다는 투자 유입방안을 확정하면서 환경에 피해를 주거나 주민생활에 피해를 주는 투자는 허용을 않거나 승인을 한 경우에라도 취소하겠다는 방침이어서 국내업체들이 주민들과 이주 보상 협상을 하는데 큰 어려움을 겪고 있다.
